City Council Expected to Green Light a New Racial Equity Report Requirement for Certain Rezonings

On Thursday, June 17, 2021, a slated vote by the City Council is set to result in the passing of a bill requiring developers to include a “racial equity report” with certain rezoning applications. If passed, the new bill would take effect in June 2022; and for rezonings where the requirement will be applicable, developers will resource a newly created database with current and historic information on neighborhood demographics, affordability, and displacement risk to create the “racial equity report.” The Department of Housing Preservation and Development, in collaboration with the Department of City Planning will be creating the database described as an “equitable development data tool.”
